The Federal Highway Administration reports evidence that increases the risk of accident for vehicles traveling much faster or slower than average and is lowest near the average traffic speed. The emergence of a large number of crashes involving turning maneuver partly explains the increase risk for motorists traveling slower than average and confirms the importance of safety programs involving turn points, access control, separation grade, and other measures to reduce conflicts arising from the large differences in travel speeds. When the consequences of accidents are considered, the risk of be involved in an accident of injury is lower for vehicles traveling near the average speed or slower and increases exponentially for motorists traveling much faster. One of the main concerns in the studies is the travel speed before the accident. Emerging technology used in Mayday, monitoring vehicles, and adaptive control systems of higher speed provide the opportunity to accurately capture and continuous scrolling speed. This technology is due applied to improving our understanding of the relationship between speed, variable speed, and security.

When a crash occurs, its severity depends change in vehicle speed at impact. Mortality risk increases with the change in speed to the fourth power. International research indicates that the change of injury crashes was twice the rate of change of velocity squared, and fatal accidents is four times the rate of change of velocity. These relations are based mainly on the speed limit and speed changes at high speed roads. More research is needed to assess their applicability to low speed urban roads.

In general, changing speed limits on roads in low speed and moderate seems to have little or no effect on speed and therefore little or no effect on accidents. This suggests that drivers travel at speeds they feel are reasonable and safe for traffic and whether the time limit. However, on motorways and other high-speed roads, speed limit increases generally lead to higher speeds and accidents. The change of speed is about one quarter of the speed limit change. Results of international studies show that for every 1 km / h speed change, accidents injury will change by 5 percent (3 percent for every 1 kph). However, there is limited evidence suggesting that the net effect of speed limits can be positive in a broad-based system. More research is needed to evaluate the safety net effect of changes in speed.

Most accidents involving with the participation rate of speed too fast for conditions. This suggests that variable speed limits that adjust with traffic and the conditions could provide potential environmental benefits.

Despite the large number of references relating to traffic calming, few reports include the results of systematic evaluation. In many cases, traffic volumes and the speed is reduced. More research is needed to assess the impacts of system wide and allow comparisons to be made between individual and combinations of traffic calming measures
